Lp'-Balance Theorem

If every component $L$ of $X/O_{p'}(X)$ satisfies the ``Schreler property,'' then

$$L_{p'}(Y)\leq L_{p'}(X)$$

for every $p$-local Subgroup $Y$ of $X$, where $L_{p'}$ is the p-Layer.
