Historical Note

The position of Associate Provost was created in 1975 during a reorganization of assistant provost offices and responsibilities by John E. Cantlon, Provost (1969-1976). The first to assume the position of Associate Provost was Clarence L. Winder, who held the position for two years until he assumed the position of Provost and Vice President for Academic Affairs in 1977. From 1977 to 1982 Jack B. Kinsinger held the position of Associate Provost. During 1982, Richard E. Sullivan served as acting Associate Provost and was replaced by David K. Scott in 1983. Scott remained Associate Provost through 1986, becoming Provost and Vice President for Academic Administration. At this time Lou Anna Kimsey Simon assumed the position of Associate Provost, where she remained until her appointment as Provost and Vice President for Academic Affairs during the 1994-1995 academic year. Under another restructuring of duties within the Provost's Office during the 1995-1996 academic year, the position and office of Associate Provost was dissolved and its duties were absorbed by other units.

The Associate Provost reported and was accountable to the Provost. Responsibilities assigned to the Associate Provost assisted the Provost in his/her duties as the principal academic officer of the University. In doing this the Associate Provost represented and acted for the Provost as necessary and appropriate. This included, but was not limited to, special assignments of representing the Provost on the University Committee on Faculty Affairs, as well as the Academic Officers Group of the Michigan Council of State College Presidents; and, served as chair of the Assistant Deans' Group.

The Associate Provost acted for the Provost in workings with the Office of Facilities Planning and Space Management, Office of Planning and Budgets, Library, and Honors College; and recommended actions to the Provost. The Associate Provost also acted for the Provost in budget and personnel administration for the Office of the Provost.

The Associate Provost was responsible for the coordination and implementation of academic program planning and budgeting. This involved reviewing recommendations from Deans, separately reporting directors, and staff to the Office of the Provost. Coordination included, but was not limited to the following: 1) Administration of the academic program planning and budgeting system. 2) Review and development of recommendations for programming and budgeting. 3) Follow-up with Deans, Separately Reporting Directors, and others to insure implementation of approved program plans and budget decisions. 4) Monitor and evaluation of the implementation of budget and program plans. 5) Facilitation of the implementation of budget and program plans and assistance in the solution of problems that arise during the implementation of budget and program decisions.

The Associate Provost assisted the Provost in: 1) Administering the academic support facilities, special units and various colleges. 2) Assembling and administering the academic budget, with the Associate Provost having primary responsibility for the development of recommendations concerning the academic portion of the University's budget request. 3) Developing new academic programs with advice from academic administrators and faculty, as well as keeping existing programs updated and in compliance with University educational policies. 4) Insuring that administrative procedures preserve academic freedom and promote academic responsibility and accountability. 5) Maintaining liaison with the State Department of Education.

The Associate Provost provided supervision of multiple units including their budgetary matters, personnel matters, programs/curriculum and physical facilities. During the course of its existence, this office was responsible for the following units and their predecessor units: Academic Computing, 1980-1982, 1987-1988. Assistant to the Provost, 1975-1980. Consultant to the Provost, 1975-1976. Facilities Planning and Space Management, 1985-1994. Honors College, 1980-1982, 1992-1993. Human Relations, 1981-1982. Office of Institutional Research, 1980-1981. Instructional Media Center, 1980-1982, 1987-1988. Libraries, 1981-1982. Performing Arts Facilities and Programs, 1981-1982. Office of Planning and Budgets, 1972-1994.

The Associate Provost advised the Provost on all forementioned areas and performed any other duties assigned by the Provost.

These records also reflect the work of the Associate Provost's predecessor units which include the Assistant Provost (1958-1971) and the Assistant Provost for Academic Administration (1971-1975).

Scope and Contents note

(1) ADMINISTRATIVE SUBJECT FILES. 1960-1989. 94.75 CU. FT. Materials relating to the administrative decisions and plans of the Associate Provost and its relation to academic and administrative units. Contains correspondence, meeting notes, statistics, course guidelines, memoranda, proposals, reports, conference programs, schedules, grant applications, University policies, and personnel papers. These records reflect a range of topics including enrollment and retention, faculty issues, administration of personnel within the Provost's Office, academic policy, University activities, departments and programs, faculty salaries, university policies, academic use of computers on campus, and accreditation of various academic units. Arranged alphabetically.

(2) COMMITTEE FILES. 1963, 1965-1989. 15.75 CU. FT. Contains materials relating to various university committees from Academic Senate to the University Curriculum Committee. These files focus mainly on the committees on which the Associate Provost sat as representative of the Provost's Office, but includes other committees and their work as well. Found in this series are agendas, minutes, reports, correspondence, graphic materials and memoranda. Arranged alphabetically.

3) STUDENT INFORMATION SYSTEM (SIS). 1985-1989. 4.5 CU. FT.

Records pertaining to the Student Information System and its contract agreements, as held in the Provost's Office. These materials are separate from those in the SIS Office. Materials includes memoranda, contracts, proposals, bids, requests, correspondence, agreements and drafts and revisions of all aforementioned. Arranged alphabetically/chronologically.

(4) BUDGET/ANNUAL EVALUATION AND REPORT. 1960-1962, 1965-1989. 19.5 CU. FT.

This series reflects the work of the Associate Provost in coordinating and planning budgets for various units and academic colleges. Found here is the paperwork concerning the University Annual Evaluation and Report. Contained here are budget related materials including memoranda, reports, evaluations, correspondence, spreadsheets, graphic materials and statistics. Part of the budget material includes Modified Coordinated Plan records, Cash Management Plans, Personnel impact plans, general budget information and issue related records. Arranged alphabetically/chronologically.

(5) ACADEMIC/RESIDENTIAL COLLEGES. 1972-1980. 1.0 CU. FT.

Reflects a small accession devoted to Michigan State University's Academic/Residential Colleges. The materials focus mainly on Justin Morrill College, but includes information on Lymann Briggs and University Colleges. Justin Morrill College material focuses on development of programs, such as the Justin Morrill Inter-College Program (JMIP), and curriculum changes. Contained in this series are correspondence, memoranda, statistics, reports, curriculum revisions and schedules. Arranged alphabetically.

(8) AUDIOCASSETTE SEPARATIONS. 20 TAPES. APRIL 2-5, 1985

This series notes the 20 audiocassettes separated from the collection. These are the recordings of the conference proceedings between the University and other parties regarding the contract negotiations for the Student Information System (SIS). These tapes are grouped in four series of five tapes, with each for a different day and party.
