Biographical Note

Leon Hiram Weaver was born on January 13, 1913 in Pittsfield, Illinois and married Helen Williams. He had one son, David. Weaver earned a B.S. in education in 1936, a M.A. in political science and economics and a Ph.D. in political science and economics in 1942, all from the University of Illinois. Weaver accepted a professorship at MSU’s School of Police Administration (later renamed School of Criminal Justice) in 1960. Weaver also was a professor in Continuing Education from 1963-1964 and a professor of Social Science from 1965-1967 at MSU. While Weaver was at MSU, he developed a program in industrial security. He also worked for the National Security Resources Board, the Federal Civil Defense Administration, the Office of Civil and Defense Mobilization and served as a consultant for the Creole Petroleum Corp in Caracas, Venezuela. He went to Zimbabwe in 1979 as part of an independent team to observe the first Parliamentary elections in which blacks were allowed to participate. Weaver retired as Professor Emeritus from the School of Criminal Justice in 1974. He died on September 9, 1991.

Scope and Contents note

This collection consists of a draft written by Weaver in 1970. He planned to later publish the draft as an article in a law review.
