Biographical Note

Glenford S. Leonard graduated from Port Huron High School in 1940. From 1942 to 1945, Leonard served in the U.S. Naval Reserves as a pilot. He was honorably discharged with the rank of Lieutenant. Following his military service, he attended Port Huron Junior College, graduating with and Associate’s Degree in Science in 1946. Leonard received a Bachelor of Science with a major in Police Administration from Michigan State University in 1948. After receiving his B.S. degree, Leonard became a patrol officer in Kalamazoo, Michigan until 1950 when he became the Director of Public Safety and the Director of Civil Defense in Escanaba, Michigan. He left Escanaba in 1954 to assume the same positions in Oak Park, Michigan. In 1968, Leonard became the Director of Criminal Justice Planning for the Southeast Michigan Council of Governments.

Scope and Contents note

The Glenford S. Leonard papers contain primarily information on Leonard’s post-Michigan State University career. One topic, which became a specialty of Leonard’s, and which is covered extensively in the collection is the integration of police and fire services. Leonard helped implement the integration in several towns in Michigan and often checked the progress of integration in other communities.

This series contains a vita of Leonard written in 1987. The vita gives his education, military and work backgrounds.

Cities and Townships, 1956-1987 , 46 folders

This series contains files on different cities and townships, mostly in Michigan, which tried the integration of fire and police services. The files contain, reports and clippings which discuss the effectiveness and problems of the integration. The series is arranged alphabetically by city/township name.

Coursework, 1970, Undated , 19 folders

This series contains papers written by Leonard while at MSU and notes from continuing education courses he took. This series also contains two notebooks, one labeled as “Oakland University” and the other labeled as “Lectures.” Arranged alphabetically.

Publications and Associations, 1983-1992 , 23 folders

This series contains Leonard’s files from various committees he served on for professional associations. Some of these organizations include the Michigan Association of Chiefs of Police and the Southeast Michigan Council of Governments. The series also contains some publications for public safety directors. Arranged alphabetically by organizational name.

General Subject Files, 1981-1993, Undated , 81 folders

This is the largest series in the collection, comprising 2 cubic feet. It contains public safety surveys, photographs, and articles on general topics such as fire training and consolidation of police and fire departments and insurance. The files do not necessarily relate to any specific location, but rather discuss topics in general terms. The files are arranged alphabetically by subject with the photographs at the end of the series.
