Lawrence P. Briggs was born in Manton, Wexford County, Michigan, October 17, 1880. He was Superintendent of schools; U.S. Consul in Saigon, 1914-17; Rangoon, 1917-20; Riviere du Loup, 1920-22; Nuevitas, 1924-29; Bahia, 1932. Burial location unknown.

An appointment dated April 14, 1914, of Briggs to the consulship in Saigon, signed by William J. Bryan and Woodrow Wilson and Briggs' diplomatic passport, signed by Robert Lansing, December 21, 1917 are included in this collection.
