Biographical/Historical
The Capital Area Rail Council (CARC) was established in 1974 as a Michigan non-profit corporation charged with promoting passenger rail services in the Greater Lansing through the building and renovations of a station, and by obtaining funding for the station's operation. The members of the council appointed by the City of Lansing represented Ingham County, the city of East Lansing, Michigan State University, and surrounding townships. CARC worked conjunction with Amtrak to maintain local rail service. The East Lansing Station was remodeled in 1990 and in 1991. Amtrak supplemented their rail services with connecting routes via bus services. Further station renovations were discussed in 1999, however, these were put on hold pending Amtrak's decision to continue service to the Lansing area, and funding issues. In 2000, a re-organization of the council was proposed so as to allow for the Capital Area Transportation Authority (CATA) to assume the functions of CARC and the existing CARC members would move to an advisory role with a new name of the Passenger Rail Council (also known as the Greater Lansing Passenger Rail Council or GLPRC). In December, 2003, this re-organization was formalized. CARC was abolished in October, 2000.
Scope and Content
These records are primarily documents that were created for and during the meetings of the Capital Area Rail Council. They include agendas, minutes, correspondence and other communications, legal documents, and drawings for railway station upgrades. In addition, there are several files that describe the history of the council. The collection also contains numerous electronic files, many of which were also included in paper format.
