Biographical Note

John Beukema was a prominent Muskegon businessman. Moving to Muskegon from Manistee, Michigan, in 1922, he became the Secretary-Manager of the Greater Muskegon Chamber of Commerce. He retained this position until his retirement in 1960.

Scope and Contents

This collection contains the personal papers of John C. Beukema, the records of the Greater Muskegon Chamber of Commerce for the period 1931-1950, when he was secretary-manager, and papers concerning the St. Lawrence Seaway. "Greater Muskegon" covers Muskegon, North Muskegon, and the Muskegon Heights, Michigan, which were all served by a single Chamber of Commerce. Examples of the Chamber's activities include the formation of a loan agency during the Depression; sponsoring charity drives and civic functions such as a regional Miss America preliminary contest; working with the Michigan Unemployment Compensation Commission on post-World War II labor problems; organizing luncheons and testimonial dinners for Muskegon businessmen; and serving as host to visiting delegations of industrial representatives from other cities and from abroad.

The Greater Muskegon papers also contain correspondence with Senator Arthur H. Vandenberg and Wendell Willkie; accounts, including many pictures of a wartime industrial tour by Lt. Gen. William S. Kundsen. A picture of Beukema from a newspaper dated Feb. 20, 1942, can be found in folder 20 of Box 3.

Also included in the collection are one box of personal papers of John C. Beukema.

The St. Lawrence Seaway Papers consist of correspondence, financial records, congressional records and speeches, printed materials, maps, photographs and newspaper clippings relating to the development and completion of the St. Lawrence Seaway. It also contains interesting accounts of pressure groups and lobbying techniques in Congress. Shipping records in the collections state rates, tonnage, and travel time of various commodities.

With the establishment of the Deep Waterway Commission in 1895 both Canada and the United States demonstrated their interest in the feasibility of opening the mid-continent of North America to ocean shipping at the Great Lakes ports by constructing a canal of sufficient depth over the course of the St. Lawrence River. In 1919 the Great Lakes - St. Lawrence Tidewater Association was established in response to a call issued by Charles Craig to governments of the states involved. Initial support came from Minnesota, Wisconsin, and Michigan. Their objective was to open ports on the Great Lakes to ocean shipping. Correspondence between John C. Beukema and Craig begins with box 7, folder 21. This Tidewater Association was chiefly responsible for bringing the United States and Canada together to discuss the Seaway issue for the first time.

Beginning with 1925 there are many letters to and from Beukema demonstrating his early interest in the Seaway. With the report on December 5, 1926, by the Joint Board of Engineers, construction of this waterway was seen as favorable but the two countries could not agree on details. It was also in this year that the St. Lawrence Commission of the United States was established with Herbert Hoover as chairman.

In 1931, the Power Authority of New York was created by Franklin Roosevelt, who was then the Governor of New York. By May 1932, letters in the collection refer to the approaching treaty between Canada and the United States regarding the joint development of the Seaway and power project with construction of a two-dam system and a twenty-seven foot deep channel. Material about the signing of this treaty on July 18, 1932, includes a detailed press release and numerous newspaper clippings and a letter dated July 31, 1932, to F. D. Roosevelt. This treaty was submitted to the Senate in November of 1932 and hearing continued until a vote was taken on March 14, 1934. The majority voted in favor of the treaty but it lacked the necessary two-thirds vote for ratification. The collection includes reports on these hearings, statements and testimonies both for and against, Congressional records, personnel correspondence with senators and presidents, promotional records, personnel correspondence with senators and presidents, promotional material, resolutions as well as a map showing how senators from each state voted.

The Tidewater Association was the primary group in conducting a promotional campaigns during these years and was aided by the National Seaway Council formed in May of 1936 with Fred Freestone as Chairman. The negotiations on the treaty resumed in 1938 and by January of 1940 substantial agreement was reached between Canada and the United States. Final consummation was postponed until after the Canadian National Elections in March in 1940, but before negotiations could be resumed the European was situation became extremely aggravated.

Dangerous possibilities of future shortages of power, transportation, and shipbuilding facilities led to an Executive Order on October 17, 1940, appointing a St. Lawrence Advisory Committee for undertaking preliminary borings and plans for the St. Lawrence pending final Congressional action. The signing of the Great Lakes - St. Lawrence Basin Agreement in 1941 provided for construction of works in the International Rapids Section and completion of navigation improvements by 1948.

Not all of the major political groups were for the seaway however. By 1950, more than two hundred and fifty organizations were listed as members in the National St. Lawrence Project Conference -- "A Nation-wide Organization in Opposition". Primary opposition came from interest representing existing harbors on the Atlantic and Gulf coasts and internal waterways as well as from the railroads associations.

The statement by the Canadian Prime Minister on September 28, 1951, to President Truman advising that Canada was unwilling to wait for the United States and would build a seaway alone led to the formation of the St. Lawrence Seaway Authority by the Canadian Legislature on December 21, of that year. This prompted the International Joint Commission to issue an order of approval for joint construction in October of 1952. Senate debate on the bill began on January 12, 1953, and the bill emerged from the House of Representatives Committee of Public Works on February 22, 1954. It received approval by both the Senate and the House by May of 1954. The first positive action to enlarge the seaway was taken on May 13, 1954 when President Eisenhower signed the Wiley-Dondero Act to authorize joint construction and also to establish the St. Lawrence Seaway Development Corporation. The need for cheap haulage of Quebec - Labrador iron ore was one of the arguments that finally swung the balance in favor of the seaway. Material relating to this final debate and the passage of the bill is found in boxes twenty-nine and thirty.

Ground breaking ceremonies took place on August 10, 1954, and in May of 1957, the Connecting Channels Project was begun by the United States Army Corps of Engineers. On April 25, 1959, large deep-draft, ocean vessels began streaming to the heart of the North American continent through the seaway that had been supported by every administration from Wilson through Eisenhower.
