MP3 32kb/s encode steps:

Set wav file sampling rate to 22k for DAT segments
All others at 32K

Use 32kb/s NexEncode
Blade requires DOS loading for batch

note:  the low bitrates of 32 - 48kb/s produce noticable artifacts
	To avoid artifacts, use 64kb/s unless file size is critical.
